Where is the CRC report of Central Secretariat Service buried? On March 11, officials will take out a peace march.

According to Udit Arya, President of CSS Forum, more than 12000 officers are worried about their future. He is not getting promotion on time. On the other hand, about 2600 additional posts are required in central ministries and departments. In this regard, all the departments have provided this list to DOPT. This includes the posts of ASO, SO, Under Secretary, Deputy Secretary and Director. On one hand, CSS officers are not getting promotion on time, and on the other hand, vacant posts are not being filled. Issues like NFU, OGAS and ban on deputation are pending for ten years. In support of the above demands, ‘CSS Forum’ had also raised its voice on North Block on Monday.

CSS officials have warned the government that if their demands are not met, they will launch a non-cooperation movement. If this happens, work in central ministries and departments may come to a standstill. CSS Forum President Udit Arya says, CSS officials are only demanding early submission and implementation of the CRC report. There is a deliberate delay in the submission of the CRC report and its implementation. A Cadre  Restructuring Committee was constituted in October, 2022 to assess the manpower requirement in various Ministries/Departments of the Central Government. After deliberations, all the departments had sent their requirements to the committee more than a year ago. As per the information available (from RTI), more than 2500 manpower is required for only twenty departments. If the figures of all departments are considered then this number will be very large.

Various Ministries/Departments of the Central Government have stated the need for additional posts under the CSS cadre. The number of such posts is more than 2600. These include the posts of Assistant Section Officer, Section Officer, Under Secretary, Deputy Secretary and Director.

Due to such shortage of manpower, efficiency in the departments is being affected. Lack of efficiency is a major hurdle in achieving the Prime Minister’s vision of a developed India. CSS officials are only demanding early submission and implementation of the CRC report. We are urging DOPT and PMO through our several request proposals. The Forum’s effort is to expedite the CRC report. CSS officers are forced to resort to peace marches. Written requests of the Forum have fallen on deaf ears.

Written information in this regard was given to the Secretary, DoPT with the hope that the Government will take the matter seriously. The government will listen to the CSS officials. The main demand of the Forum is to expedite the submission and implementation of the CRC report. More than 2500 officers have participated in the peace march held at Shastri Bhawan. The next peace march will be held on March 11 at Nirman Bhawan. Secretary, DoPT has been informed in this regard. It is expected that the Prime Minister will intervene in this matter. They will direct the concerned authorities to immediately submit and implement the CRC report.
